Harold D. Rutan
He is a former Army Nurse Corps Officer with extensive experience in Project Management and Healthcare Informatics. Prior to work with DHSS, Mr. Rutan served as the Director of Clinical Informatics at two Army Medical Centers, where he directed and managed large-scale hospital information system conversions and operations.
Mr. Rutan has authored several publications including: Healthcare Data Warehousing – Operational Procedures for Data Completeness Assessment, published in “Proceedings of the Data Management and Information Quality Conferences” (November 2005); Implementation of a Managed Care Information System for the Military Health System, published/presented in “Proceedings of the Pacific Medical Technologies Symposium (PacMedTec)”(1998); Managing Change and Transition - Large Scale Conversion of Hospital Information Systems and Implications for Integrated Delivery Systems Migration, published in “Proceedings of the Health Information and Management Systems Society (HIMSS)”(1999).
Mr. Rutan holds a B.S. degree in Nursing from the College of St. Scholastica in Duluth, Minnesota and a Masters degree in Informatics with a minor in Information Systems Operations and Analysis from the University of Maryland at Baltimore.
